Notification of China Customs Order No. 56(2017) Adjustment to China Customs Advance Manifest(CCAM)Regulation

Dear Valued Customer,

To ensure the smooth progress of the national customs clearance integration which is essential to strengthening the administration of the import and export cargo entering and leaving China, improving the integrity and accuracy of the manifest data, and implementing the safe entry and risk prevention, China Customs Authorities has released Order No.56 (2017) which will adjust China Customs Manifest for both import and export. The new order will be effective from the 1st June 2018.
Quay Shipping Australia agents for Sinotrans Container Lines hereby announce the compliance and implementation of this regulation and will follow the below key requirements by the Customs Order No.56 (2017):

    1. Enforce a 24 hour China Customs Advance Manifest (CCAM) rule and the Advanced Manifest must be submitted 24 hours prior to loading.
    2. The information required on the China import Manifest has been updated and must contain the following key information as follows:
      - Consignor name, address and ABN
      - Consignee name, address, contact details at destination and USCI or OC identifier.
      - If the consignee is “To Order” Notify name, address, contact details and USCI or OC identifier.
      - Cargo description must be accurate and cover all cargo packed, please provide HS code.
      - Container details to include accurate QTY, weight and CBM.

GC2018 Commenwealth Games

Dear Clients,

With the Gold Coast Commonwealth Games being held between the 4th and the 15th of April 2018,  the Queensland State Government has made some temporary road and traffic changes in the lead up to and throughout this period.

While the majority of events and changes will affect the Gold Coast, there are some events being completed within Brisbane and these changes to traffic and routes will likely have a flow on affect from the Gold Coast up to and throughout Brisbane.

Information from www.getsetforthegames.com states:

The movement of freight and deliveries will require specific attention during GC2018.
There will be changes in the lead up to and during the Games that freight operators will need to consider, including:

  • temporary road closures and diversions
  • permit only accessible areas
  • loading zone changes
  • variations to regulated freight routes
  • variations to permit conditions (and restrictions for users without permits)
  • general increase in traffic volumes
  • increased pedestrian traffic in the vicinity of venues and live sites
  • traffic control measures like additional signage
  • restrictions on the movement of dangerous goods
  • mandatory legal requirements like speed limit reductions
  • changes to the classification of vehicles permitted on certain routes
  • designation of Games Lanes (for athletes and officials) on some roads of the core Games Route Network.

Containers Loaded with Incorrect Weight Distribution

Dear Clients,

We have been advised that NSW RMS is now more actively investigating all containers leaving the terminal with axle overloads.

The most common reason for axle overloads is poor weight distribution of the goods in the container. Containers should be packed in a manner which ensures that the weight is evenly distributed within the container and not centralised towards a single point of the container.

RMS will now going through wharf records and fining anyone not going past a CFS station to correct the weight distribution of the load.

Any loads that need the weight to be corrected will have to pass by CFS located within the port botany precent lifted off, turned around and load back onto the truck to correct the weight distribution.

Unfortunately when this scenario occurs it will attract additional charges. Your SILA rep will contact you should this occur and advise further.

Direct Terminal De-Hire Recovery Fee

Dear Valued Clients,

Please be noted that from 1st March 2018, there will be an introduction of the Direct Terminal De-Hire Recovery Fee which can vary from approx AUD 90.00-140.00 per container billed on to any container dehired into the terminal on the direct of the shipping lines. Note that this charge can change depending on the shipping line and discharge port.

As far back as 1st September last year, a lot of major lines including OOCL, ANL (CMA-CGM) and COSCO have already started directing containers to be dehired back at the terminal instead of empty parks further saving them an estimated AUD 110.00 – 150.00 per container.

The shipping line Maersk have already directed containers to be dehired into the terminal as of 1st February 2018. Containers that need to be dehired at Patricks along with other terminals yet to be determined will require the importer to complete a PRA. We highly recommend these charges are factored into costings when forwarding on to the market.

If you wish to avoid the Direct Terminal De-Hire Recovery fee all together, please ensure you instruct your shipping line to direct dehire to their nominated empty park instead as we must dehire containers in accordance with instructions given on the EDO.

Victoria International Container Terminal (VICT) announces their own infrastructure charge

The infrastructure surcharge will be applied to all import and export containers.

Direct Empty Container Dehire to Wharf

Dear Valued Clients,

 Container Transport Alliance Australia (CTAA) has announced that the return of empty containers direct to stevedore terminals were being closely inspected by transportation companies as costs continue to increase.

The Daily Commercial News has reported that costs could increase "between $80 and $200 per container to existing transport and delivery costs". Container transport carriers simply cannot absorb these additional costs so will be passed on through to the importer. Differences will include a Direct Terminal De-Hire Recovery Fee & PRA in some cases with more possible charges to be noted at a later date.

It will be the responsibility of shippers to seek reductions on the Terminal Handling Charges (THCs) levied by Shipping Lines to balance any cost shifting from the Lines to the landside operators.

Australian Infrastructure Fee Update - All Ports

Please note that Patricks Terminal has further increased their infrastructure fees at Brisbane, Sydney, Melbourne and Fremantle Port.

DP World's infrastructure fees have been applied since 1st January 2018. As for Patricks, the following charges will applicable from 12th March 2018;

Brisbane   

  • Patrick Terminal:   AUD 47.08 per container ex GST
  • DP World:              AUD 43.75 per container ex GST
  • Hutchinson:           AUD 40.20 per container ex GST

Sydney    

  • Patrick Terminal:  AUD 50.21 per container ex GST
  • DP World:             AUD 42.65 per container ex GST

Melbourne  

  • Patrick Terminal:  AUD 57.25 per container ex GST
  • DP World:             AUD 54.20 per container ex GST

Fremantle 

  • Patrick Terminal:  AUD 13.25 per container ex GST
  • DP World:             AUD 14.04 per container ex GST

Newcastle Import Container Detention Free Days

Dear Valued Client,

As you may be aware, detention free time is inconsistent and can vary amongst each of the shipping lines. There have been many changes of late which are effectively impacting the free time which is being allocated to shipments.

Examples are explained below:

  • It's becoming increasingly difficult to run a consistent and reliable rail service from Sydney to Carrington, Newcastle as there have been rail/track closures in Sydney & Newcastle for maintenance both scheduled and unscheduled.
  • Many shipping lines are now counting the first free day detention on the vessel's ATA (Actual Time of Arrival) when in fact the container will not be made available at the wharf till up to 3 days later in some cases. This severely cuts into the free time granted leaving a larger risk of detention being incurred on the shipment.

We ask that with all bookings where final destination is Newcastle, ensure that you clearly request for at least 14-21 free days detention at port of destination to avoid any unnecessary detention. We will then request to have it applied with the shipping lines accordingly. The more free time granted on your shipment, the less likely any detention will be incurred.

INCREASE IN INFRASTRUCTURE SURCHARGE AT PATRICK TREMINAL MELBOURNE, SYDNEY, FREMANTLE AND BRISBANE TERMINALS FROM 1 MARCH 2018

From 1 March 2018 we will be applying the following charges;

  • Melbourne - Patrick Terminal Infrastructure Surcharge $ 47.50 per container, ex GST
  • Sydney     – Patrick Terminal Infrastructure Surcharge $ 41.10 per container, ex GST
  • Brisbane   – Patrick Terminal Infrastructure Surcharge $ 38.25 per container, ex GST
  • Fremantle - Patrick Terminal Infrastructure Surcharge $ 7.50 per container, ex GST

TECHNOLOGY business, Yojee Ltd, has announced a partnership with Sinotrans Integrated Logistics Australia to be its software partner

Dear valued customer,

SILA is continually looking to improve the efficiencies our customers supply chains. Recently we concluded a development partnership with logistics software specialist Yojee.  There will be a suite of enhanced benefits to our customers as we roll out each stage of the partnership.

Customers will see initial benefits with the electronic delivery of POD as cargo is delivered to the receivers, this will be available via, email, b2b as the POD is signed by the receiver. SILA will provide real time solutions for deliveries under management allowing customers to invoice quicker for their products.

TECHNOLOGY business, Yojee Ltd, has announced a partnership with Sinotrans Integrated Logistics Australia to be its software partner.

SILA is part of the Sinotrans and CSC international network, a massive Chinese shipping and logistics business.

According to a Yojee statement, SILA has contracted Yojee for an initial two-year term as its logistics software partner to “maximise delivery visibility, optimise their dispatching capabilities and manage their third-party partners with the use of Yojee’s Control Tower”.

The Yojee platform is also said to provide instant connectivity and job management solutions for all SILA fleet partners within its internal and broader network.

Yojee is active within the spaces of artificial intelligence and blockchain.
