Sydney Port – Update – New Congestion Surcharges, Terminal Update and vessel delays

A lot of information has been received today which you will find in our update below. To summarise we have another 2 new Congestions Surcharges from MAERSK and Hamburg-Sud.
A terminal update, which we would like to note Patrick, Sydney indicate delays will continue which could be up to 18 days in vessels waiting to berth towards the end of this week.
Notice also received on 9 vessel rotation or port omission changes.
We are also receiving information from our overseas partners of more lines choosing not to take bookings on shipments destined for Sydney as the congestion issues continue to prove a large problem for vessels seeking to discharge cargo there.

MAERSK Port Congestion Surcharge
Maersk wishes to advise its customers that the heavy congestion at Sydney terminals and container depots continue to cause significant constraints on the supply chain. We are experiencing significant vessel delays as a result of waiting times up to 19 days due to a combination of factors including industrial action. Over the past weeks we have done our outmost to deliver your cargo to Sydney while managing the current situation best possible. Due to the requirement of multiple omissions to protect vessel scheduled and berthing windows we are experiencing a significant increase in overall operational costs.

To enable us to continue to connect your supply chain to and from Sydney, Maersk wish to advise our customers that we will be introducing a Port Congestion Surcharge of USD 350 per TEU (both standard and reefer containers) for all containers arriving/departing Sydney.

The Sydney Congestion Surcharge will be applied as follows:
Sydney to/from World (Excluding USA Trade)
• Export cargo for all vessels departing Sydney on or after 1st October
• Import cargo for all vessels arriving Sydney on or after 1st October
Sydney to/from USA
• Export cargo received in Sydney on or after 24th October
• Import cargo received at origin on or after 24th October

Hamburg-Sud port Congestion Surcharge
Hamburg-Sud has joined other major shipping lines to flag implementation of a Sydney container congestion charge – effective 1 October 2020 (for all trades except USA) and from 24 October 2020 for USA trade lanes.

The fee will be USD 350.00 per TEU and apply to both standard and reefer containers.

Patrick Terminals Update
 Sydney
Information received through FTA and APSA highlight the ongoing issues at Patrick terminal, Port Botany.
“… this week it evident that their Port Botany operations is rapidly becoming more gridlocked with ’58 thousand TEU in the system’ and ‘by the end of the week the delays at Port Botany will be out to 18 days’

Patrick indicated that they cannot operate at anywhere near capacity as a result of Protected Industrial Action (PIA) that includes i) ban on the performance of upgrades and higher duties; ii) ban on the working of overtime; iii) ban on the working of extensions; iv) ban on the working of vessels that have been subcontracted by other stevedoring companies; and v) ban on the performance of work on Project Sabre”
 Brisbane / Melbourne / Fremantle
Protected Industrial Action taken by the Maritime Union of Australia at other Patrick Sites has been updated. The action varies form site to site with rolling 1hour stoppages, ban on overtime or shift extensions. The current details can be found here.

DP World Terminals Update

  • Sydney
    As we previously advised, DPWA advised that the Maritime Union of Australia (MUA) will not be taking industrial action of any kind at their Port Botany before 1st November.
  • Brisbane / Melbourne / Fremantle
    Industrial action is scheduled to take place in Brisbane next Tuesday 29th September for a period of 24hrs but this will not affect automated Road Operations., DPW advice can be found here. No planned action for Melbourne and Fremantle at this stage.
